Yes! You can use Migration Assistant to migrate data from your CCC backup to another Mac. We do not recommend using CCC to restore the data in this particular scenario. Migration Assistant has the privilege to "adopt" the user accounts on the other Mac, so Migration Assistant should be used when restoring a backup to another Mac.
